La sécurité est un thème majeur des sociétés contemporaines. La sécurité est partout : elle est civile, militaire, mais aussi alimentaire, sanitaire, juridique et même financière. Le 1er août 2003 a été promulguée en France la loi de sécurité financière. Mais cette loi ne contient qu'un faible nombre de dispositions directement applicables à la sphère publique. En effet, compte tenu de l'importance des masses financières drainées et gérées par la sphère publique n'est-il pas nécessaire que l'Etat s'imprègne des règles qu'il impose à la sphère privée en matière de sécurité financière ?
