In 1934, the Government of the province of San Juan created the Comisión Provincial de Bellas Artes (Provincial Commission of Fine Arts) and in 1936 they inaugurated the Museo Provincial de Bellas Artes Franklin Rawson. "Within a framework of internal commotion, the public space of San Juan from 1918 until 1944 suffered alterations from legal regimes and regimes of exception, which culminated in the regime of emergency declared as a result of the earthquake. The violence was the dominant feature of public life in the Bloquismo (political party) legislation as well as the conservative public works produced an endogenous process of modernization that can also be noted in the artistic events that started in 1931."
