Letters from the Secretary of the Treasury to Hon. H. G. Davis, Chairman of Committee on Appropriations, in relation to the amounts carried upon the books of the Treasury Department as unavailable funds by reason of deposit of surplus revenue with the several states under the Act of June 23, 1836, and from failure of public officers and depositaries to pay over to the United States moneys intrusted to them for safe-keeping and disbursement.
