Per la verità, pur tra forti resistenze, si mutò il ruolo dei Comuni, sgravandoli di improprie spese obbligatorie, riducendo ingiuste imposte di consumo, valorizzando l'imposta di famiglia, istituendo la moderna imposta sulle aree fabbricabili. Nel contempo si introdusse la progressività nell'imposizione erariale (1902) e si approvarono politiche fiscali attente al progresso dell'intera Italia.--
