[Letter to] Dear friend Webb

Description

May begins with an explanation of certain financial matters. He tells Webb that he was wrong when he predicted that the South would not secede, although he says he thinks it may yet return to the Union. May says that the U.S. Secretary of the Treasury, Howell Cobb, and the Secretary of War, John Buchanan Floyd resigned from Lincoln's cabinet and that the country believes that the Secession movement could have been stopped by a Federal seizure of the military and naval establishments of the South. May mentions the attack on the steamship, the "Star of the West" and accuses Senator William H. Seward of cowardice. He claims that the British control in Charleston, South Carolina has been helping the Southerners.
