Le 5 novembre 1928 était inauguré à Rome l'Institut International du cinématographe éducatif, organisme créé par Benito Mussolini et placé dans le cadre de la Société des Nations. Son objectif central était de favoriser la production, la diffusion et l'échange des films éducatifs. Ainsi , les dix ans qui furent donnés à cet organisme d'exister avant le retrait de l'Italie de la Société des Nations en décembre 1937 s'offrent comme un véritable miroir des enjeux politiques et internationaux qui se tramaient à l'époque autour de la cinématographie éducative.
