relative to certain inconveniences and disagreeable consequences which have ocurred in the excecution of the act passed the twenty-eighth of May 1796, intituled "An act for the relief of persons imprisoned for debt" : January 18th, 1798, committed to the committee of the whole House, to whom is committed the report of the Committee of Commerce and Manufactures on the Petition of William Bell.
